Turkey has secured a groundbreaking advance with the transfer of its vehicle inspection services to a new alliance. The previous holder, TÜVTÜRK, has been succeeded by the successful MOI Consortium. This alliance, featuring global powerhouse Opus and Turkey's Met-Gün Group, will oversee operations from 2027 to 2047. This monumental bid, valued at $1.72 billion, marks one of Turkey's most substantial financial gains over the past two decades.

Turkey's Privatization Administration initiated the tender process to delegate vehicle inspection services for the next 20 years. The MOI Consortium was selected, consisting of key players such as Opus, Met-Gün İnşaat, Itversia Gestion S.L., and VTV Norte SA, bringing a wealth of global expertise in vehicle inspections. The outcome secures a significant benefit for the Treasury, raising an additional $1.19 billion compared to the previous 2007 deal, segmented into two phases at $830 million and $890 million.

The tender drew a competitive array of both domestic and international consortia, featuring prominent firms from Germany, the UK, and the US. Doğuş Group, previously tied with TÜV SÜD, adopted a revised strategy by entering separate alliances. Ultimately, Doğuş Tem Group exited, paving the way for a contest between AGTT Consortium and MOI—the latter triumphing in both assigned regions.


Breakdown of Key Bids and Strategic Insights


First Region Tender:

Doğuş Tem Group pursued bids up to $805 million before withdrawing.

AGTT Consortium offered $825 million.

MOI secured victory with a decisive $830 million bid.


Second Region Tender:

Doğuş Tem Group paused after a $810 million bid.

AGTT hovered indecisively and concluded at $884 million.

MOI claimed the win with an $890 million bid.

The MOI Consortium's success is anchored in a partnership between US-based Opus and Turkish local, Met-Gün Group, alongside Spain’s Itversia Gestion and Argentina’s VTV Norte SA. Opus dominates the US market with an 80% stake and extends its operations across four continents. This collaboration aims to introduce comprehensive vehicle inspection and smart support services in Turkey.


Alfredo Granai, Opus Group’s Latin America President, expressed enthusiasm about entering this promising market and highlighted the collaboration with Met-Gün Group, underscoring their combined local and international expertise.
